Empowering Public Safety Through Behind-the-Scenes Support
The Support Services Division is composed of specialized internal units that provide operational, logistical, and administrative support to every branch of the Waterbury Police Department. These units ensure that officers and staff have the resources, technology, and infrastructure they need to protect and serve the City of Waterbury efficiently and professionally. Support Services also offers critical resources to the public, including victim advocacy, parking enforcement, permits, and more.
Victim Services
The Victim Services Office provides immediate assistance and advocacy to individuals impacted by crime. Staffed by a dedicated counselor, the office helps maintain and monitor protective and restraining orders and assists eligible victims with compensation claims through the Connecticut Judicial Branch.

Quartermaster Services
The Quartermaster's Office oversees internal audits, budgeting, payroll coordination, supply inventory, and administrative compliance across the department. It serves as the liaison to City departments such as Finance, Purchasing, HR, and Payroll.
Core responsibilities include:
- Administering department budgets and grants
- Managing police-issued equipment and supplies
- Overseeing payroll and timekeeping
- Processing reimbursements and filing sales tax reports
- Maintaining seized asset accounts and financial reports
The division also ensures evidence is properly handled for court and destroyed in compliance with Connecticut law and department policy.

Parking Ticket Complaints
The Parking Authority—jointly operated by the City of Waterbury and the Police Department—enforces parking regulations to protect property, maintain safety, and support traffic flow.
To Submit a Complaint
- Include a written explanation (within 14 days of receiving the ticket)
- Attach a photocopy of the ticket (retain the original)
- Provide a phone number for follow-up
Complaints are investigated thoroughly. No late fees will be added while a complaint is under review.
Northwest Connecticut Public Safety Dispatch Center (NWCTPS)
NWCTPS is the 911 hub for the City of Waterbury, responsible for answering all emergency and non-emergency calls. Operating 24/7, the center coordinates the deployment of Police, Fire, and EMS services with precision and care.
This state-of-the-art facility is committed to excellence in emergency response, powered by advanced technology and a team of highly trained communications professionals.
Extra Duty Assignments
The Extra Duty Office coordinates the hiring of police officers for roadwork, construction zones, and special events. All assignments require a four-hour minimum commitment at a rate of $353.90.
After-hours requests
If needed outside of normal hours, contact the Police Desk Supervisor. Be prepared to provide your company name, contact details, billing address, and assignment information.
Note: A uniformed officer may be required if construction poses a traffic or safety hazard, at the discretion of the Chief of Police or designee.
Licenses & Permits
Extra Duty is also responsible for issuing and managing the following permits:
- Pawn Licenses
- Second-Hand Dealer Licenses
- Precious Metal Dealer Licenses
- Huckster Permits
- Vendor Permits
Important: Vendor permits are required for selling items in the City of Waterbury. Certain city-owned areas (parks, sidewalks, streets) are off-limits for vending. All permits are subject to approval by the Chief of Police.
