Commanding Waterbury’s Largest Division

As Deputy Chief of Patrol, Robert Davis leads the Uniform Bureau—the largest and most visible division of the Waterbury Police Department. Overseeing patrol operations, community relations, and special operations, he ensures that officers are prepared, supported, and equipped to protect and serve the City of Waterbury 24 hours a day.

Patrol Division

The Patrol Division is the frontline of public safety in Waterbury, responding to all calls for service, including 911 emergencies, crime investigations, and crash responses. Under Deputy Chief Davis’s leadership, three shift commanders manage daily operations, ensuring that officers conduct thorough investigations, enforce laws, prevent and suppress crime, and foster positive community relationships. Guided by a community policing philosophy, the division works to prevent crime, address neighborhood concerns, and strengthen trust across the city.

Deputy Chief Responsibilities

Patrol and Specialized Operations

Oversees patrol-related functions, including the three patrol shift commanders, the Emergency Response Team, the Traffic Unit, the Hostage Negotiation Team, and the Community Relations Division. Coordinates operations to maintain public safety and support proactive policing initiatives.

Community Engagement and Program Management

Monitors and evaluates community programs, establishes priorities and policies for assigned initiatives, and recommends updates to ordinances when needed. Ensures programs support strong police-community relationships and address neighborhood concerns.

Community Relations

In addition to patrol operations, the Deputy Chief of Patrol oversees the Community Relations Division, which fosters strong connections between officers and residents through programs such as the Citizens’ Police Academy, Neighborhood Block Watch, Youth Outreach, and Downtown Business Watch. This proactive approach addresses “Quality of Life” concerns, strengthens partnerships, and encourages collaboration between the department and community stakeholders.

Special Operations

Deputy Chief Davis also directs the department’s Special Operations units, which include the Emergency Response Team (ERT/SWAT), Hostage Negotiation Team, Traffic and Crash Reconstruction Units, Mounted Unit, Gang Task Force, and K-9 Unit. These specialized teams handle high-risk incidents, investigate serious crimes and crashes, and provide advanced capabilities beyond the scope of routine patrol work.
