Multidivisional Investigation That Led to 10-person Arrest

On Jan. 14th, 2026, members of Waterbury Police Department’s Gang Task Force, Vice and Intelligence, Auto Theft Task Force, along with members of the State Police Violent Crimes Task Force, responded to 76 Chapman Ave to execute a search and seizure warrant for Eugene Foote, 46, of Waterbury.

During the search warrant execution, numerous amounts of narcotics and drug paraphernalia were located and seized. Foote was apprehended, as well as nine other individuals who were located inside the premise and determined on scene to be actively involved in nefarious criminal activities.

Waterbury Fire Marshal and Health Department Officials condemned the address afterwards.

 

All ten apprehended individuals were taken into custody and charged with:

 

Eugene Foote:

·         2 counts of Possession of Narcotics

·         Possession of a Controlled Substance with Intent to Sell

·         Interfering with an Officer

·         Tampering with Evidence

·         Possession of Drug Paraphernalia

 

Glenda Mendez, 44, of Waterbury:

·         Possession of Drug Paraphernalia

 

Anthony Williams, 47, of Waterbury:

·         Active Arrest Warrant (State Police)

 

Ernest Pritchett, 54, of Waterbury:

·         Possession of Narcotics with Intent to Sell

·         Illegal Operation of a Drug Factory

·         Possession of Drug Paraphernalia

 

Latisha Anderson, 44, of Waterbury:

·         Possession of Narcotics with Intent to Sell

·         Illegal Operation of a Drug Factory

·         Possession of Drug Paraphernalia

 

Melissa Parkhurst, 46, of Waterbury:

·         2 counts of Possession of Narcotics

·         Possession of Drug Paraphernalia

·         2 Active Arrest Warrants

 

Victor Torres, 41, of Waterbury:

·         2 counts of Possession of Narcotics

·         Possession of Drug Paraphernalia

 

Aida Oquendo, 44, of Waterbury:

·         2 Active Arrest Warrants

 

Rosemary Winters, 60, of Waterbury:

·         Misrepresentation of a Substance as a Controlled Substance

 

Wesley Watson, 53, of Waterbury:

·         Possession of Hallucinogenic Substance with Intent to Sell

 

All have been presented to court. Custody of Williams has been transferred to CT State Police.

 

 

During the investigation, items that were seized included:

·         7 pills containing Fentanyl

·         30 bags of Heroin/Fentanyl 

·         14 grams of Cocaine/Crack Cocaine
